About the project

Village 21 is a conceptual project developed as a systemic response to the long-term challenges facing rural communities.

Instead of addressing isolated issues, the model approaches rural development through an integrated framework that connects economic viability, social stability, ecological responsibility, and cultural continuity into a single strategic direction.

Settlements

At its core, the initiative proposes the establishment of small, specialized settlement units located near existing villages. These settlements are designed to function as professional and organizational hubs, supporting surrounding rural areas through integrated systems of food and renewable energy production, knowledge transfer, and local development coordination.

Pilot

The project is structured around a pilot phase intended to test feasibility and adaptability in real-world conditions. The initial concept envisions three pilot implementations in different regions, allowing the model to be evaluated and refined before any broader expansion.

Teams

A key element of the approach is the role of interdisciplinary professional teams — residents who combine technical, managerial, and social expertise. These settlement cores are designed to serve not as replacements for existing villages, but as support structures capable of strengthening local communities through sustainable and long-term collaboration.

The Village 21 model is built around the integration of food production and renewable energy systems within a unified operational framework. By combining agricultural processes with energy generation, the model creates sustainable production cycles designed to support long-term economic stability. These interconnected systems are intended to function as local profit centers capable of financing ongoing development and strengthening surrounding rural communitie.

Professional Settlement Cores

Each proposed settlement is envisioned as a small interdisciplinary professional community. Engineers, agronomists, managers, educators and other specialists form collaborative teams responsible for operating key systems and supporting local development. Rather than replacing existing villages, these professional cores act as catalysts — providing expertise, mentorship, and organizational capacity that can help strengthen rural life over time.

Systemic National Framework

Village 21 is designed as a systemic model that depends on strategic coordination beyond the local level. Long-term infrastructure planning, regulatory alignment, and institutional support are considered essential conditions for sustainable implementation.
